Objective: To deploy mental health professionals as part of the Patriot Survival Tactical Team’s response efforts, providing immediate psychological support to individuals and communities affected by Hurricane Helene. This initiative aims to mitigate the trauma caused by the disaster and support long-term recovery through mental health interventions.
1. Background and Need: Hurricane Helene has devastated communities across North Carolina, disrupting lives and causing widespread damage. Alongside the physical destruction, many survivors are facing the emotional and psychological aftermath, including trauma, anxiety, depression, and grief. Immediate mental health support is critical to help individuals process their experiences, prevent long-term mental health issues, and promote resilience in rebuilding efforts.
2. Initiative Goals:
Provide Immediate Crisis Counseling: Deploy licensed mental health professionals (counselors, therapists, and social workers) to offer immediate psychological first aid and crisis intervention.
Establish Long-Term Mental Health Support Plans: Collaborate with local healthcare providers to ensure continuity of care, including referrals for long-term therapy and psychiatric services.
Develop Community Support Networks: Train community leaders and volunteers in basic mental health first aid, creating peer support systems for sustained emotional care.
Increase Awareness and Accessibility: Launch an outreach campaign to inform affected populations about available mental health services and resources, ensuring they are accessible and culturally sensitive.
3. Action Plan:
A. Rapid Deployment of Mental Health Teams
Task: Partner with local mental health organizations, universities, and hospitals to create a rapid response team.
Goal: Provide immediate access to licensed mental health professionals in the hardest-hit areas within 48-72 hours.
Action: Set up mobile counseling centers in shelters, community centers, and emergency response hubs.
B. Mental Health Hotline and Virtual Counseling
Task: Establish a 24/7 crisis hotline and telehealth platform for those unable to access in-person support.
Goal: Ensure accessibility to mental health care for all affected, especially in rural areas or regions still isolated by flooding.
Action: Coordinate with telecom providers to prioritize access to the hotline and virtual services.
C. Mental Health First Aid Training
Task: Train volunteers and community members in basic mental health first aid to act as first responders for emotional distress.
Goal: Empower local communities to provide peer support, reducing the burden on professional resources and encouraging community resilience.
Action: Create a training curriculum and deploy trainers in affected areas.
D. Collaborations with Local Governments and NGOs
Task: Partner with local government agencies, NGOs, and public health departments to integrate mental health support into the broader disaster recovery framework.
Goal: Ensure that mental health services are considered a core element of disaster recovery plans.
Action: Share data on mental health needs with local leaders to inform future policy and support resource allocation.
4. Key Partners:
North Carolina Department of Health and Human Services (NCDHHS)
Local universities and mental health centers
American Red Cross and local chapters
Telehealth service providers for virtual support

Logistics: Transportation, mobile counseling center equipment, and accommodation for response teams.
6. Expected Outcomes:
Immediate reduction in trauma symptoms among survivors through timely counseling and support.
Increased community resilience through local mental health first aid training.
Long-term mental health recovery plans established for affected communities.
Stronger collaboration between mental health professionals and disaster response teams, creating a model for future disaster responses.
